Harbour View  
 

Harbour View is a Port Management & Community System that enables members of the port community to record operational activities taking place in the port and to keep track of the latest information on these activities.


The key objectives of Harbour View are:

  • Registering vessel calls
  • Registering service requests for these vessels (e.g. pilots, boatmen, drinkwater, bunkering, waste disposal, …)
  • Managing human and material resources
  • Preparing invoices for vessels and vessel services
  • Create documents needed by the Harbour Master, Customs and other authorities, including ISPS documentation, IMDG declarations, cargo manifest

Harbour View Modules


Harbour View is a modular application, meaning that it consists of a large number of modules, each serving a specific functionality.

The different Harbour View modules are:

  • Harbour Master module, including vessel database
  • Berth Management
  • Internet Access
  • ISPS
  • Cargo & Dangerous Cargo (IMDG) Declaration, including goods database
  • Contract & Invoice Management
  • Statistics & Reporting
  • Geographical Information System (GIS)
  • Calamity and Incident Management
  • Waste Management
  • Harbour View System Administration

Harbour Master Module


The Harbour Master module consists of a number of features related to vessels calling at the port.

  • Registering all vessels calling at the port

The applicant (in most cases the ship agent) is able to enter the information of a vessel call directly into the application. The vessel can be selected from the pre-populated database (see further) and automatically all vessel characteristics and details are available.

  • Approval of vessel calls

After all required data has been entered into the system, the Harbour Master verifies and approves the vessel visit. He can also specify precisely where the vessel is to moor and whether it has to moor starboard or portside.

  • Port restrictions

Harbour View also allows setting up temporary or permanent port restrictions, which will be verified when the applicant registers his vessel call. These port restrictions are user definable and can be set on different criteria, including width, length, draught, height, temporary maintenance works in a certain port area, dredging, etc.

  • Tracking vessels in the port

From the moment a vessel arrives in the port area until it departs again, vessels are tracked in Harbour View. This tracking can be done by interfacing Harbour View to a VTS / radar system or to Automatic Identification Systems, or it can be done manually by recording the passage of vessels at certain passage points.

  • Vessel database

Harbour View contains a vessel database, pre-populated with a wealth of information on vessels sailing across the globe.

It includes information on:

  • Type of vessel
  • Vessel name, call sign & flag
  • Measurements

Any missing or incorrect information can be updated directly into the system.

Berth Management Module


Harbour View keeps track of occupied berths and allows the user to generate a list of the currently occupied berths, as well as expected occupancy at a later date.


Internet Access Module


The functionality of Harbour View which is most relevant for the port users, can also be accessed via a regular web browser (e.g. Internet Explorer). This way port users can view, modify, insert or delete information on vessels or services to vessels via the Internet.


ISPS Module


Harbour View is made ISPS compliant with this module. Information on vessels relevant for the ISPS regulation, including ISPS security levels, the last 10 ports of call and other measures imposed due to the ISPS regulation can be registered in Harbour View and ISPS reports can be generated.


Cargo & Dangerous Cargo (IMDG) Declaration Module


This module makes it possible to register the goods and dangerous cargo that will be loaded onto, discharged from and remain on board of the vessel. In short the Manifests and Bills of Lading are registered in the system either manually or electronically. This information can then be shared with other parties, including Customs.


To make the manual entry of the manifest and B/Ls easy, a goods and dangerous cargo database is integrated in Harbour View, which contains detailed information on goods handled in the port as well the dangerous goods classification.


Contract & Invoice Management Module

Statistics & Reporting Module


Within the Harbour View application a wide selection of reports is available as well as real-time statistics on port operations. System Administrators are also able to generate user-definable reports.


Geographical Information System


The Geographical Information System displays a dynamic map of the port and the location of vessels in the port. Via the GIS, a wealth of information is made available to different users. The GIS can also prove very useful in case of calamities in the port.


Calamity & Incident Management Module


The Calamity & Incident Management module of Harbour View enables a port to keep track of incidents that have occurred in the port. Furthermore the emergency response procedures which should be followed in case of an emergency are stored in Harbour View as well, ensuring that these procedures are immediately accessible when required. With the added functionality of the GIS module, the location of the emergency can be displayed on the port map and affected zones can be warned.


Waste Management Module


For environmental reasons it may be required to track the quantity of waste on board a vessel and how much will be disposed off in the port. This Waste Management module lets ship agents record this information and informs the waste collection companies that their services are required.


System Administration Module


The System Administration module is required for setting up and maintaining the system. The System Administrators themselves can create users and assign user access rights to each individual user. The logging and tracing features provide a clear audit trail of the system entries and modifications.
